Foreign Office, July 29, 1912. I AM directed by Secretary Sir E. Grey to transmit to you herewith copy of a despatch from His Majesty's consul at Saigon stating that the Indo-China Government are reported to be contemplating large purchases of opium from the Chinese province of Yunnan.*
I am to transmit at the same time the draft of a despatch which Sir E. Grey proposes, subject to the concurrence of the Marquess of Crewe, to address to His Majesty's Minister in Paris on the subject,
